Who is this course for?
This course is designed for people who are:
Training to become a Publican or a Licensee
Pub, Bar, Restaurant or Club Managers
Wanting to work in Licensed premises or venues
Off-Licence Owners or Managers
Anyone who wishes to work in a licensed premises where alcohol is sold
Why should I take this course?
In England and Wales it is now law that anyone who approves or authorises the sale
of alcohol to the public must hold a personal licence. Anyone who wishes to obtain
a personal licence needs to apply directly to their local authority, please note this
is not done by RTC. In order to gain their licence applicants will be asked for a number
of things to support their application. This will include proof that they have passed
a relevant and recognised licensing qualification, such as the BIIAB Level 2 National
Certificate for Personal Licence Holders (NCPLH).
How long is the course?
The BIIAB NCPLH has been designed in such a way so that it can be finished in one day.
The training is conducted over several hours followed later the same day by a short
multiple-choice exam. The training is supported by the BIIAB NCPLH handbook which
is included in your course fee. This clear, concise and easy-to-follow handbook
contains all of the information that we be covered on the course and the exam.
What does the course cover?
The course covers the syllabus set by government to enable candidates to
understand the Licensing Act 2001 and the law in relation to:
The role of licensing authorities
The licensing objectives
The application process for a personal licence
Role and legal responsibilities of the personal licence holder
Penalties relating to failure to comply with the law
The Premises licence
The purpose and content of an operating schedule
The role of the designated premises supervisor (DPS)
Permitted temporary licensable activities (TENS)
Rights of entry to licensed premises
Police powers under the Licensing Act
Specific prohibitions for the sale of alcohol
Alcohol and its effects of alcohol on the human body
Protection of children from harm
The responsible retail sale of alcohol
Do I have to take an exam to pass the course?
Yes, the exam is a 40 question multiple-choice examination. This is designed to
test your understanding and knowledge of the Licensing law, as well as the social
responsibilities with regards to the sale of alcohol to the public. The BIIAB Level 2
National Certificate for Personal Licence Holders is also the only licensing
qualification that has the built in benefit of having a compulsory section of the
exam which candidates must pass. This can help to act as a safeguard for the
candidate’s personal licence, provided they successfully complete the course.
Will I get a certificate if I pass?
Yes. Once the exams are independently marked, which takes about a week, you will
receive a nationally recognised certificate accredited by the BIIAB.
